How to start a business in Dubai: the complete 2026 walkthrough
Thousands of companies open in Dubai every month, and the process rewards people who understand the sequence. This is the whole path, in order, with the costs and timeframes we see daily.
Step 1: Decide where your customers are
Everything else follows from one question: who pays you, and where do they sit? Customers mostly outside the UAE, or reached online, point to a free zone: 100% ownership, lower entry cost, faster processing. Customers inside the UAE, on the ground, point to a mainland licence from the Department of Economy and Tourism, which trades onshore without restriction.

Step 2: Pick your activity precisely
UAE licences list defined activities, and yours must cover what you actually invoice for. A management consultancy that also runs an online store needs both activities on the licence, or a licence that permits the combination. Most zones allow several related activities on one licence at no extra cost.
Regulated work, financial services, healthcare, education, real estate brokerage, adds an approval layer from the relevant regulator. Build that into your timeline before signing office leases or client contracts.
Step 3: Reserve your company name
UAE naming rules reject religious references, political terms, protected brand names and anything the registrar reads as offensive. Single words, initials-only names and names matching existing registrations also fail. Check your candidates early: a rejected name restarts the paperwork.

Step 4: File the licence application
For most free zone setups the document list is short: passport copies for every shareholder, a photo, the chosen name and activities, and occasionally a brief business summary. Corporate shareholders add attested parent-company documents. Clean files clear the faster zones in three to five working days.
Mainland adds notarised memorandum of association and an Ejari-registered office lease, stretching the end-to-end to one or two weeks.
Step 5: Establishment card and visas
The licence alone does not confer residency. The company first obtains its establishment card, its immigration file, then sponsors each visa: entry permit, medical test, biometrics, Emirates ID and stamping. Allow one to two weeks per batch and AED 4,500 to 6,500 per person.
Step 6: Open the bank account
Start this the day your licence issues, because banking is the step with real variance.
