The cheapest free zones in Dubai, and when cheap is a mistake

Three zones consistently win the price war for a Dubai licence. Here are the actual numbers, what the headline price leaves out, and the situations where the cheapest licence becomes the most expensive decision.

The budget three

  • Meydan Free Zone: from about AED 12,500, fully digital, strong for e-commerce
  • DUQE: from about AED 12,500, startup packages, registered on the QE2
  • IFZA: from about AED 12,900, the widest activity flexibility at the low end and the strongest visa scaling of the three

What 'from' prices leave out

The advertised figure buys a zero-visa licence. Add the establishment card and one visa and the real year-one total lands AED 6,000 to 8,000 higher. Add a flexi desk where banks want to see one, and the gap between the budget zones and the mid-market shrinks further.

Renewals matter more than year one: a zone that discounts entry and recovers it at renewal costs more over three years. We quote both numbers, always.

When cheap is exactly right

A consultant, freelancer graduating to a company, online seller or holding structure gets identical legal benefits from a budget zone as from a prestige one: 100% ownership, UAE residency eligibility, tax position, banking access. For this profile, paying DMCC rates buys nothing measurable. Most of our formations land here, and we say so.

When paying more pays back

Is there a Dubai licence under AED 10,000?

Promotions occasionally dip there for zero-visa licences, and northern-emirates zones advertise lower still. For Dubai specifically, treat AED 12,500 as the realistic 2026 floor for a licence you can bank and build on.

Are cheaper northern-emirates free zones worth considering?

SHAMS, RAKEZ and UAQ can run several thousand dirhams under Dubai zones. Trade-offs: a non-Dubai address on every document, longer drives for any in-person step, and marginally tougher banking conversations. For pure-remote businesses they work; founders selling the Dubai brand usually stay in Dubai.

Do budget zones cause bank account problems?

IFZA, Meydan and DUQE companies open accounts across UAE banks daily. Rejections trace to profile issues, activity risk, residency, documentation, far more often than to the zone name on the licence.
