About DIFC

DIFC is not a typical free zone. It operates under its own common law framework modelled on English law, with independent DIFC Courts and a dedicated regulator, the DFSA. Over 40,000 professionals work inside the centre, and most global banks, funds and law firms with a Gulf presence sit here.

For regulated financial business, DIFC is one of two serious options in the UAE, the other being Abu Dhabi's ADGM. Fund managers, wealth advisers, payment firms and insurers apply for DFSA authorisation, a process measured in months and built around real capital requirements.

The centre also runs an Innovation Hub with heavily subsidised licences for tech startups, AI firms and fintechs that do not need regulatory permissions. That route puts an early-stage company inside the region's densest financial network at a fraction of the usual DIFC cost.

Licence types at DIFC

  • Non-regulated entity. Holding companies, proprietary investment vehicles, tech firms and professional services.
  • DFSA regulated firm. Asset management, advisory, payments, insurance and other financial services.
  • Innovation Hub licence. Subsidised licence for qualifying tech and fintech startups.
  • Foundation. Succession planning and asset protection structure under DIFC law.

Offices and facilities

  • Innovation Hub co-working
  • Serviced offices in the Gate District
  • Full commercial floors

What DIFC costs

Indicative first-year cost for a non-regulated entity. Innovation Hub tech licences run far lower. Regulated firms budget separately for DFSA capital and fees. Budget from AED 45,000 for the first year, then add visa allocations, medicals and Emirates ID per person, and workspace if you upgrade beyond the entry package. Renewals typically come in below year-one totals. Our costs page breaks down every line item, and your written quote fixes the numbers before you pay.

Questions

DIFC questions, answered

Do I need DFSA authorisation for my DIFC company?

Only if you conduct regulated financial services, such as managing other people's money, advising on investments or handling payments. Holding companies, tech firms and consultancies incorporate as non-regulated entities with no DFSA involvement.

What does the DIFC Innovation Hub licence cost?

Qualifying tech startups pay a heavily reduced annual licence fee, historically around USD 1,500 per year plus co-working costs. It is one of the best-value routes into the UAE for a genuine technology company.

Why choose DIFC over a cheaper free zone?

Common law contracts, enforceable in DIFC Courts, matter to investors and institutional clients. If you are raising venture capital, running a fund or serving financial institutions, that legal environment usually pays for itself.
